CUP stands for Conditional Use Permit. It is a permit issued with conditions and reviewed annually by the City of Signal Hill. CUPs are required for various business activities in Signal Hill, including bars, restaurants, industrial uses, and certain oil operations. The CUP is a discretionary permit with additional requirements beyond what is written in the City municipal code

SHP is requesting a 20-year extension of our CUP for the seven existing drill-sites. The City of Signal Hill commissioned an Environmental Impact Report (EIR) to analyze the most conservative possible scenarios for future SHP operations at the drill sites. The EIR assumes 46 new wells over the course of the extension and found no significant impacts.

An EIR is a study prepared by the City of Signal Hill in accordance with the California Environmental Quality Act (CEQA). The purpose of the EIR is to inform governmental decision-makers and the public about the potential environmental impacts, alternative and/or mitigation measures associated with a project.

A 20-year CUP allows Signal Hill Petroleum to align our planning with the city’s long-term vision, ensuring we address any environmental concerns responsibly and act as good stewards of the community.
